What I especially like is that Meta frames the journey in terms of PQC Migration Levels rather than a simplistic yes-or-no view of readiness. Their ladder runs from PQ-Unaware to PQ-Aware, PQ-Ready, PQ-Hardened, and ultimately PQ-Enabled. That is smart methodology. In the real world, most enterprises are not going to jump from crypto sprawl to full post-quantum deployment in one motion. A maturity model gives leadership a way to measure progress, budget rationally, and avoid the trap where teams do nothing because “full migration” feels too big. This is one of the strongest parts of the article because it converts PQC from an abstract future-state into an operational roadmap.

Their prioritization method is also sound. Meta distinguishes between high-priority use cases vulnerable to “store now, decrypt later” style risk through quantum-vulnerable public-key encryption or key exchange, medium-priority cases tied to digital signatures and patchability constraints, and lower-priority issues involving symmetric cryptography where the practical quantum threat is much less immediate. That is exactly how an enterprise should think: not every cryptographic weakness has the same urgency, and lifespan plus upgradability matter. A hard-to-update device in the field can be a much bigger long-term PQC problem than a server-side software component that can be patched in weeks.

Meta’s inventory methodology is one of the most useful sections for practitioners. They explicitly say a company-wide PQC migration is impossible without a crypto inventory, and they use two complementary methods: automated discovery and reporting from developers/architects. That is the right idea. Monitoring can reveal what is actually running in production, while reporting helps catch shadow dependencies, legacy systems, and new designs before they turn into fresh cryptographic debt. In other words, Meta is not pretending you can solve this with a one-time scan. They are treating inventory as a living discipline.

They are also refreshingly honest about external dependencies. Meta says that even a determined organization cannot complete PQC migration in isolation; standards bodies, hardware vendors, HSM support, CPUs, production-grade implementations, and protocol work all matter. That realism is important. Too many PQC conversations still sound as if this is merely a library swap. It is not. NIST finalized the first three core PQC standards in August 2024, including ML-KEM, ML-DSA, and SLH-DSA, but standards completion is only one layer of the problem. Enterprises still need mature tooling, vendor support, protocol integration, and operational discipline to deploy them safely.

Meta’s algorithm-selection discussion is also thoughtful. They recommend sticking close to reputable public standards rather than going off-road, and they point teams toward ML-KEM for key establishment and ML-DSA for signatures, while also recognizing performance tradeoffs and the value of alternative math such as HQC. That is a sober and responsible posture. We already watched SIKE collapse during the standardization era, so caution is justified. Their preference for a hybrid deployment model during transition is also sensible: keep the established classical layer while adding the PQC layer, so an attacker would have to break both. For large enterprises, that is generally the least reckless way to move while standards and implementations continue to mature.

Now the critique, because Meta’s framework is strong but not complete from an enterprise-operating-model perspective.

First, I would push the inventory concept further into a continuous cryptographic bill of materials discipline with explicit ownership, deadlines, exception tracking, and remediation telemetry. Meta clearly understands visibility, but most enterprises do not fail PQC because they lack a conceptual framework. They fail because nobody owns the long tail. This is where a crypto-agility control plane matters. QuSecure’s positioning around discovery, remediation, reporting, and crypto-agility aligns closely with the operational gap most enterprises still have: not just knowing where cryptography lives, but being able to coordinate change across it without rip-and-replace disruption. That is the difference between “we inventoried it” and “we can actually move it.”

Second, I would make identity and authorization controls more explicit in the migration narrative. PQC is about protecting cryptographic foundations, but migrations themselves often involve high-risk actions: issuing new certificates, rotating keys, approving exceptions, touching HSM policies, changing trust anchors, and modifying machine-to-machine paths. If the humans authorizing those steps are not strongly verified, you can strengthen the math while leaving the execution path weak. Third, I would add a more formal assurance and validation layer around the migration. Changing cryptographic components can have side effects across applications, APIs, agents, workflows, latency budgets, device compatibility, and business processes. Enterprises need a way to test not only whether the new crypto is theoretically stronger, but whether the system still behaves correctly under realistic conditions. In other words, PQC migration needs not only stronger cryptography, but also stronger evidence.

So my overall take is this: Meta deserves real credit. This is one of the better public enterprise PQC migration frameworks I have seen because it is structured, practical, and honest about dependencies. It is not magical thinking. It acknowledges that the path runs through prioritization, inventory, engineering, policy, vendor coordination, and phased deployment. That is exactly the kind of message the market needs right now. But for most enterprises, the full winning formula is broader than Meta’s six steps alone. It is PQC migration + crypto-agility orchestration + human-bound authorization + continuous assurance. That is how this becomes an execution program rather than a slide deck.

What enterprises should do now

Build a real cryptographic inventory and assign owners to every major exposure class. Prioritize “store now, decrypt later” risk first, especially where long-lived sensitive data is involved. Put a crypto-agility layer in place so migrations can be coordinated instead of handled as one-off engineering fires; QuSecure is an example of that category.
